Digital Law and Policy Centre Pvt. Ltd. is a Kathmandu-based legal services and research organisation incorporated under the laws of Nepal. We sit at the intersection of traditional legal practice and emerging digital governance — bringing rigour to questions of law, rights, and public policy.

Mamta Siwakoti is a qualified advocate, privacy law practitioner, TEDx speaker, and published author. She holds a BALLB from Kathmandu School of Law and a Masters in International Relations and Diplomacy from Tribhuvan University. Her practice spans digital rights, data protection, corporate compliance, and policy advocacy across South Asia. She holds the CIPP/E certification and has engaged in parliamentary advocacy, municipality law drafting, and UPR submissions. Requires all social media platforms to register with MoCIT and appoint local grievance officers. 26 platforms including Facebook, Instagram, and YouTube were blocked in September 2025 for non-compliance.

Pending Digital Legislation

Bills under parliamentary consideration that will significantly shape Nepal's digital future.

September 2025: Nepal blocked 26 platforms — Facebook, Instagram, WhatsApp, YouTube, X, LinkedIn and others — for failure to register under the Social Media Directive 2023. The Social Media Act (Bill) 2081 awaits parliamentary approval and has been criticised by UNESCO and civil society groups.

The only binding international cybercrime treaty. Without it, Nepal cannot formally obtain digital evidence from other countries — leaving cross-border scams largely unaddressed.
